The reason why a lot of site owners do things like blog submission, blog comments, article submissions, directory submissions, PR submissions, RSS aggregators, directories, social bookmarks/network/media, etc etc is because they think that with those links, their SERP (search engine ranking position) will increase, You see if get the top position of a search engine, organic and targeted traffic is going to flow into your website. they are the best traffic of course because they have the highest possibility of being a user to buyer.

Blog submission is like directory submission. By submitting your blog URL to blog directory like Blog Catalog and Blogged, it will increase your traffic. That is for me blog networking. Aside from this, you can use social networking too for best result.

Free traffic doesn't exist, unless your time is not valuable. How much traffic do you expect? What type of traffic do you want? Do you analyze the traffic you already have? What type of marketing are you doing?
If you want Visitors to your site, there are tons of cheap way to bring 10000 by tomorrow, but you won't make any sales.
