Websites now need to target specific niches to gain traction (with notable exceptions). Then you need to do market research, provide backlinks to attempt to improve your page rank and search engine listing.

As for scope, take my site for instance - http://www.home-fish.com . To bring this site to this point took well over 3 months of effort. I needed to:

    1) Scrape all the foreclosures from FannieMae and HUD.
    2) Geocode the addresses
    3) Setup a cron job to scrape foreclosures every night
    4) Sign up for affiliate programs
    5) Design and create the layout of the site.
    6) Program the javascript that drives google maps.

And this is all for a site that is in it's infancy. It will probably be another couple of months before home fish gains traction.

Now if you are talking about creating a blog, all you really need is to write some articles and do SEO.

Your first step is to figure out what your product is about and then go from there.
