Like with real estate. Developer has ideas and aspirations, but may know nothing about coding the page. The designer implements the developers vision

Web Development (to the industry enthusiast) is anything that involves the Server Side, or anything that involves coding (programming) in from PHP, MySQL, ASP, Apache, etc... It's basically the unseen part of a Website.

Web Design is anything that involves the Client Side, or in other words, anything from the "users" perspective, meaning the visual representation of the Website (HTML, CSS, Ajax)

Web Designing includes all the stuff related to "Front End" as said by many ones Presentation i.e. "How it Looks"...

Web Development includes all the stuff related to "Back End" i.e. "How it works" which includes server side programming or programming which can include transactions also...

Web Developer develops a website and Web Designer designs a Website... totally different profile...

I think that was a typing mistake? Because it is the DESIGNER who visualizes and plans how the content will be arranged. The DEVELOPER is usually the one who codes.

Most designers are able to code, so they play the role of both designer and developer.

In simple words, the web design is the front end work, and the development is the back end part of a website.

Hope that cleared it a bit.

Don't confuse this with a web administrator, who handles the server hardware and server configuration as well. These guys do no design at all.
