Default Usage of scorlling text should be minimised

when designing a website it should be ensured that the audiences are not compelled to read scrolling text, its just irritating for an online audience to catch the glimpse of scrolling text. The more the speed of scrolling is the more the audience becomes impatient, so minimise the usage of scrolling the texts.
