Graphical part of web design is usually done by Photoshop, or it's free alternative GIMP. And then you could use Dreamweaver, also there are several free alternatives, but professionals do this by coding the page in some editor. Basically if you want to learn some web design skills and just to know something then try it, if you want to design profesional looking web site, then it is better to hire a web designer or to buy web template or to download some free ones, only in most cases they are not available for business use.

To PhotoShop Or Not
Having worked as a web developer for 10+ years, I would not recommend PhotoShop to a someone just starting out in web design for a couple of reasons:
1. It has a steep learning curve
2. It is really geared towards professionals who do graphic design fulltime.
3. It's expensive
Instead, I would suggest that you try to find Paint Shop Pro v7. This was originally created by Jasc Software, and later purchased by Corel (who I understand drastically altered it). I do not recommend the current version by Corel because (a) I have not used it, and (b) it appears that Corel now promotes the software more towards photo retouching only.
Paint Shop Pro v7 still offers layers, and several of the advanced options that PhotoShop offers, but for a fraction of the price. It will also read most PhotoShop files.
It should cost about $100.
Tutorials and help files are included with the software and should explain most of what you need.SearchTheJungle.com
