Wow was that a loaded question. No one that is being completely honest can answer this question without literally writing a book. If you want one thing that will help you more than anything else it would be getting indexed in the ODP at DMOZ.com. This is not an easy task at all so good luck.

The answer depends on how strong your competitors are. For extremely competitive stuff, you'll need a ton of links, a really strong, trusted domain and optimized content. For uncompetitive stuff, merely having the words on your page may be enough. It's a spectrum of difficulty depending on competitiveness.
