    If you want to cover more keywords and you have domain names that cover these words then your best having multiple sites. If you are just splitting the sites up for different offices and the domain names are similar, you are best just having one site that has all of the information for each office on there. This will mean you site will have more content for google to read.

    One website is enough!
    You can focus on it and just use more keywords that describe each separate sections in each office.

    Keywords and Content are just the key to gain more PR and traffic in a site!

    Yes he is saying right you should launch a single website and put your desired things withing the different-2 sections.
