    Are you talking about a firm that gave a quote or are you doing SEO yourself?

    A few basics:

    Don't start spamming a bunch of sites trying to build links to your site.

    Link building should be done manually. A lot of people will use automated software and that is a good way to get your site banned

    Build links gradually

    Make sure your content on your website is unique

    Yes, if you make posts on other peoples blogs or forums make sure you make on topic posts that make sense and aren't spammy.

    Do a press release to get the advertising of your site with a bang. Use press release companies with high PR is best.
