What is social bookmarking?

Sorry if it sounds like a stupid question but i am a bit confused about the actual and 100% accurate meaning of social bookmarking.Is social bookmarking is all about creating backlinks for SEO by posting your site links on social networks like facebook,twitter?Or how we can differentiate it from the article writing required for creating backlinks for your site in order to higher rankings in search engines?

This is the correct definition of what a social bookmarking site is. For those using it for other purposes are just merely exploiting the site giving less value to it and actually giving a hard time for people like me to actually enjoy the sites. It's a good thing that no good posts don't really make it in those places.
