Wondering what others think about this

This isn't exactly a tip but appears to be a tactic used frequently by selfish webmasters/SEOs.

Recently a client asked me to investigate why a relatively new site by-passed him in the SERPs for his area.

It didn't take long to track down what was happening.

I examined www.domain-name.com to determine why they are suddenly doing so well in the SEPRs

they setup 100s of sites with similar names like http://realestate-spam1x.info/
use the same basic design
have a good title and meta description
Put 10 or so annotated links on the page
put an free article on the page
Backlinks to the site are in plain text and are NOT always active (clickable)

The registration of the domains has to be costly. What I don't understand is that if I discovered it in a cursory check why hasn't google and yahoo discovered it. It is obvious that this is spam to provide a backlink but, not being a lawyer, I am also wondering if this is fraud in any legal sense?

I have discovered that many sites are using this and similar tactics.

I've seen this before, usually they are to generate adsense revenue. I'm surprised they don't have any google ads on them. Just a scheme to increase backlinks. Trying to masquerade as a directory. I've also seen similar sites that are basically doorway pages, interlinked to other doorway page type sites.

These sites appear to be just for the backlink. I have seen enough of them now to believe that it is a large business that generates them for SEOs. When Google eliminates one page sites from backlinks we will see many sites tank. I don't believe there can be many legit sites whose link popularity is mostly from one-page sites. I hope these SEOs have warned their clients of the risks involved.
