Here is some shopping advice from someone who has worn both hats (as a real estate and mortgage professional and someone who now runs and SEO company).

    1. You should not care if the SEO firm ranks #1 for SEO terms. Do you want them working on their web site or yours. You want to see the results from their clients' sites AND ask them if they would mind you contacting a client or two for a referral. If they actually earned their stripes, they should not mind.

    2. If they found you by calling your PPC ad, ask them to send you the amount they just cost you on the click and then you can talk.

    3. If they are not willing to tell you where they are submitting your information, walk away. SEO companies worry about their trade secrets but the truth is, there are no secrets, just hard work.

    4. Don't expect miracles if you are not going to participate a little bit in the process.

SEO can work, and their are a lot of qualified people out there. I guarantee you most of these people contacting you are from india, or are American/British people who outsource work to people from india.

If you want good SEO, find an high quality fluent English speaking link builder. It can be expensive but well worth it in the long run.
If you get a cold call trying to sell you SEO, SEm or Social Media...run. Instead ask around and there has got to be someone in your circle of friends or within your linked in network that can refer you.

Doing SEO yourself can be very time consuming epscially if you don't know what you are doing. If you decide to go that route check out some of the SEO forums like digitalpoint. If you decide to go with a company many of these people are right they are most likely a waste of your time. Do you research first. Have them show you examples and check the traffice on their examples. I have people call me all the time telling me that they can get me to the number one spot just like X Company. The keywords they show have 0 hits a month half the time. Being number 1 of nothing is still nothing at all. Good luck
