First time home buying is not easy if you don't do it before, your first step is budget. Set your budget and than thing about anything else, and second thing is location, it's very essential when you going to buy a home. You should check whether area is safe or not for you. Ask with experts or with your relatives before taking any decision.

where you have said to give your budget to broker. Man, never ever do this. If so, they will sell you a flat for higher price than it's actual price as they know your budget in advance.
Personally, this is what I say when someone asks about the budget:-
I am not moving around to do nothing. I can buy at current market rates. Show me the property first. Hence, as far as possible try to keep budget as vague as possible, who knows you may get fantastic property for price less than your budget.
