Just got a link request submitted by these guys, well 2 actually!

For now I'll think I'll leave it because
    • they have hefty navigation before they even get to the real links
    • off topic links - like gambling

If anyone wants to argue their case let me know. They have, atleast, put the recipricol link up before I got there and that's always good

For what it's worth I've been seeing a lot of links pages that look just like theirs, must be a template going round. Don't emulate it - it's horrid. Human users have to scroll down to get to the page content. Even if it was good SEO (which I don't think it is) it's not usable and that's just as important!

Looks like many other sites made just for Google Ad words. Loser's.

Well, it's what I call an "anonymous" site.

Personally, unless a site has a phone number, street address, and names the major people in charge on an "about" page and a "contact" page -- I don't normally get too interested in linking to them, or getting links from them. I don't like anonymity. I want to know who I'm dealing with.

I agree-its worthless. Traffic would be minimal at best and as for a backlink the navigation will kill that. Better off paying for a directory link where you will actually get some traffic and a possible link benefit.
