Looking for a Duplex-- need advice

I am planning on purchasing a duplex soon to rent out, I haven't really start looking yet but was hoping I can get some good advice here.

Here's the problem, the few prices that I did find it wasn't cost effective on a few properties, obviously the rent wouldn't cover the mortgage.

So what do I do, should I look for a fixer upper duplex, then stick a few dollars into it to make it liveable?

Or make low ball offers and hopefully someone bites??

Anyone can give me a few hints/tips I would appreciate it!
