best way to build client base is to network online such as site mentioned above. there are hundreds of sites online geared toward real estate referrals. spend an afternoon filtering through and see which ones have potential.

The web's search engines is the best real estate referral service of all. Just define your areas of interest and target them using specific keywords. Create a lead capture page and build your own referrals. It takes time but definitely worth it.
