    Default The more the better

I understand that having more back links from sites with high Google PR is essential for SEO.
So not any directory is useful it should have high Google PR

It is up to you to decide. For some people about 30 submissions is enough, but I know some do more than a hundred ones

It is difficult to say how much it will help in SEO. It all depends on the anchor text in the backlink, the directory/page niche and the quality of the directory.

I agree completely. Many directories are low PR and aren't going to do much for you.

Unless you can prove otherwise, I don't think there are 50 high page rank instant approval directories. Any directory that doesn't have some kind of approval mechanism is very unlikely to have much value.

Why is everyone always so concerned with the PR of a link when google repeatedly has said PR does not matter. My low PR sites beat out lots of high PR sites.

A low PR directory can be useful for key word anchor text links if the page the link goes on gets cached by google.

Where have Google repeatedly said "PR does not matter" please? They have made it clear that PR stopped being the only factor some time ago, but I don't believe they have said that it does not matter. I can quote you on what they are actually saying:

"See Google's view of the importance of a webpage
Pause your cursor over the PageRank button to display the importance of the webpage you're viewing, according to Google.
Webpages with a higher PageRank are more likely to appear at the top of Google search results."
    (source: PageRank - Toolbar Help)

    and:

"Today we use more than 200 signals, including PageRank, to order websites, and we update these algorithms on a weekly basis."
    (source: Technology overview – Company

Of course there are sites with low PR ranking above sites with high PR in SERPs but that doesn't make PR an irrelevance, it just confirms that Google is also looking at many other factors. But the statement that "Webpages with a higher PageRank are more likely to appear at the top of Google search results" confirms to me that it is still very relevant, and in terms of where I try to get links it is the only actual measurement provided by Google .
