Reverse SEO is the act of spamming competitors on the first page until they get banned. It's pretty black hat and I wouldn't recommend doing it.

Reverse SEO is a term that came in to the market few years back and almost dead now as this was not at all successful and it cost much more and results were bit shady...
To start Reverse SEO is all about spamming your competitors and get them banned in search engines so you get promoted one by one and they get banned...
All Black hat and if person get to know who is doing the black hat show for their website result can be in bad press!!

Some people will call it as reputation management technique. it is when you come up with SEO relevant techniques in order to replace unwanted posts, testimonials or pages about your site in the search engine ranking positions. This sometimes happen with those sites who gets a lot of reviews and testimonials.
