https://adwords.google.com/select/KeywordToolExternal - Keyword tool from Google is the best. It helps you select keywords with high search volume and see how competitive they are.

I agree about Google's being the best. Also, if you want to see what keywords your competition is using, check out the PPC Web Spy. This'll blow your mind. It'll even tell you what people are paying for their clicks.

Do a search for "Brad Callen's PPC Web Spy" in Google and see if you can download a free version. I downloaded a free version a couple months back (there's a lot of hoops to jump through to get the free version, but it's worth it). If I were more serious about Pay Per Click, I would've purchased it too!

    Best of success!

I've always used Google Keyword tool to great effect. Anything else I use SpyFu, AdGooRoo and SEMRush. Anything beyond that I just add as necessary from within Adwords.

If you are a bit technical and know how to deal with websites, you can try SEO Panel. It's web based, you host it yourself and it's free.
