    If the property can appraise higher, the buyer and seller can agree to increase the sale price, and the seller will agree to a seller concession to pay for the closing costs and pre-paids. Very Common.

    In the case you sited, there may be some other behind the scenes "back door" payouts that are not being disclosed to the lender.

    You just never know.
