Default DOJ Ruling - can anyone translate?

What exactly does the ruling mean? Can non-realtors get access to all mls data now?

A real estate agent is not necessarily a realtor but a realtor is necessarily a real estate agent. I defined this difference because it is important to know to understand the ruling. DOJ ruling says that one does not have to be a realtor to gain access to the mls but they still must be a real estate agent. It has been the case that real estate agents had to pay local, state, and national dues to hold the designation of being a realtor. And to gain access to many mls system around the country you had to be a realtor. Now you no longer have to hold the realtor designation. This ruling will not go into effect until next year from my understanding.
