Default Group Home Laws in PA

We have a lot we are selling. We have been given a full price offer from a company who sets up group homes in communities. We live in a nice development. Our deed says "single family dwelling, no businesses." I know group homes fall under the Fair Housing Act, but in this instance, are they a business and would they be excluded? Several neighbors are saying it is a business. There are no other zoning laws restricting their purchase. In fact, the planning commissioner says group homes fall under "single family dwellings." Is this true?

Also, if you refused a full priced offer, would that be considered discrimination or do you have that right as the owner?

If we do and are allowed to refuse a full price offer, is it common practice that the realtor still gets his commission?

For the record, I don't have the concerns regarding the group home that the neighbors do.
