This would be a nationwide service? From who would you be collecting fees, the sellers or the prospective agents?

Yes, it would be nationwide, but it will take some time so setup areas to ensure both agents and sellers know of the service, or else neither party would be happy with the service.

The cost model would be a $19.95 per month subscription paid py agents for access to make appeals.

Laeeque Ahmed is famous for selling at asking price, if not for all the other scams. Maybe next do some research on people before you deal with them. Thank god for forums and blogs.
