Careful! Google is paying close attention to link sellers. Matt Cutts quote from April 2007:

No need to get scared of that post. He is just making you think that building link popularity is bad. Google and all other major search engines rely heavily on Link Popularity for ranking the sites. Google will or can never hurt your site ranking if you exchange links with other sites as well as buy links from relevant and quality sites.

You have to understand there are billions of websites that sell advertisments. Google or any other search engines can not penalize your site for advertising on the internet. Google only wants you to stop buying links from the sites that sell hundreds of irrelevant links to spammers.

One way links are always safe to have, no site has ever been penalized for having one way links you can safely buy links from relevant sites.

Apart from that, all the permanent links you buy normally come from inner pages. That mainly improves your SERP.

Obviously you failed to read my post before replying. Note Matt Cutts response (as quoted in my prior post). I'll highlight the key points you ignored or failed to notice.

By him i meant Matt Cuts not directly you well there are still lots of things for google to see before penalizing any sites. How would you know if a site is placing links to gain pr value or if that link was placed for free because a site is great ? If you have a blog and you like some site that is relevant to yours and you put a link to that site because it has great content and useful for your users then how would google know if you are being paid for that link or not? There is a major confusion about paid links. Paid links are safe, there is no problem with them unless you buy links from irrelevant PR8 site, that would clearily mean you want to gain PR only. But if you buy links from a PR8 site that is relevant to yours, then there shouldnt be any problem Ask an SEO guru about this if you dont trust me.

Thanks for the clarification (Matt not me). I agree - Google is slow to penalize on a lot of things but they have made clear paid links are in their sites. Certainly it would not be possible for them to know all paid links - but at a recent demo Matt Cutts showed just how thorough their knowledge of paid sites is. He asked the audience to give him their URL's and he specifically told them (paraphrased) "you have paid links here, here and here". I think they have been gathering data about paid links for quite some time and plan to discount the paid links they know about.

They won't be penalizing paid links related to advertising, or good relevant links. I think they will show some leniency on the gray area links where it could be an ad or it could be a paid link. What they are really trying to do is make sites stand on their own - good content = good site and measure which links relate to an 'endorsement' of the site and which links are simply to pump SERPs.

No one is sure how successful they will be but I wanted to mention it simply as a "heads up".

Great topic. I always suggest people purchase links with great care. Link buying is not a bad thing in any way, shape, or form. Link Farms on the other hand tend to hurt more than help. Just be aware of what you are buying. Webmasters are often more than happy to sell you a link on their site (even if they don't offer links for sale).

I would like to inform you that whenever you want to get paid link, you must see that that site or directory provide good content or not. If it so, then you would buy it otherwise is worthless to buy it. As earlier change in Google PR, it would be not benefited to you.
So, be care to get paid link.

Relevancy is indeed important, so if you do plan on going the buying route, make sure to at least check to see if the page that is providing you a link is relevant to your content. While I would probably stay away from paid links altogether due to the recent PR Slams Google has implemented, if you must do it then make sure you are getting links from relevant sources.

Yes, you are right that we have to check that the link should be come from relevant to your content. Moreover, you should check that that page should not have "no-follow" tag, otherwise, you could not get any benefit to get a link from it, however, you would pay them.
Be careful while get paid links.
