Can googlebot tell colors in tables?
Can googlebot tell the difference between table colors and background color?
For example:
If my background is White but I want some of my internal tables to have a Red background with white letters (so perfectly visible not trying to be sneaky here)
So will google only see White letters when the body is White and therefore penalize me or is gogglebot smart enough to know my table background is Red so the White text isn't hidden?
I hope that makes sense

I am sute they can determine that the text is white on red. So I don't think you need to worry that Google will define it as 'hidden'

It is sure that they can tell the colors because colors have also their html codes and google bot can read every kind of html codes.

Ya, Google is pretty smart - so if you are not trying to deceive them you probably wont be penalized.
But of course if you do something obvious like match a color identically to a background - for example a white text link on a white background then obviously it does not look natural.
Make it look natural and not sneaky and all will be well
