    Cloaking site consist two sets of code. One for search engines and one for users.
    The part for users is usually build with stuff that is against google TOS, but when the google bot visits, it is detected by the way of IP or user agent etc, and SE is presented with all proper content.
    Non cloaking sites are the opposite, they have only one face for all.
