I just want to know that is there any tool or website for knowing Google penalty? Or how else can I know about the Penalty?

There are several ways to determine Google penalty

1- Sudden drop in ranking
2- Sudden drop in number of pages in search engine
3- Sometime Google send message through GWT (Usually if you violate webmaster guidelines)

3- Removal of backlinks from search engines

4- Blockage of search engine cache view
