It is better to work on ranking your site for your keywords in the Search Engine. Certainly for a real estate site.
PR is only 1 of the many factors that are taken into account in ranking your site.

You can get more high quality links to your website by linking more into other related websites that has high authority as well.
Creating more contents for your website or at least updating them, updating your blogs and making use of article sites to distribute your contents are among the best ways to do it.

I would agree with that, but improving SERP means (assuming on-page is in order already) getting good authority backlinks, which in turn will raise the PR anyway.

Try to link to related websites only with high PR. Linking to .gov and .edu sites also helps a lot.

You can get natural inbound links by participating into related groups and forums, encourage fellow members to link to your site , upload quality content. Remember quality content can itself encourage visitors/users to link back to your page.

Linking out has very little to do with getting links back in.

Top places to get quality backlinks are as follows:

Blogging on a private blog network, article submissions, content networks, forums, forum profile links, social bookmarks, EDU & GOV links, Web 2.0 sites, Link Directories & Classifieds, RSS feeds, blog post commenting, etc.

Each of these methods have right and wrong ways of building links and should all be done in a natural looking way.
