What do you mean relevancy, I think your question is incomplete..If for your site and the article your are writing, It really must relevant..And if the backlinks fro others sites, It is more better if that sites is relevant to yours..

Relevancy depends upno various factors but i think you are talking about the site relevancy, e.g. If you have a health or real estate website then its better to create backlinks of health & real estate websites, nothing else.
