Hi Martin,
Google doesn't charge anything for local business listing. You can also do it on your own, its very easy process for listing. Just login with your Google id and follow the steps.

favoritism to local business listing from authority sites.

Citation are published listings which are coming in Google places, reviews are also important but in order to get reviews local business listing is must.

Agreed, but current package is for business listing only which is one of the basic step in order to increase possibility to start coming in search engines by local keywords. Local SEO is needed along with off-page promotions in order to get higher results by local keywords.
