    Sandbox is one of the Google's tools. It's place where all new sites are put like a quarantine for some time. This is what i know about it.

    In computer security, a sandbox is a security mechanism for safely running programs. It is often used to execute untested code, or programs from unverified third-parties, suppliers and untrusted users.

    The sandbox typically provides a tightly-controlled set of resources for guest programs to run in, such as scratch space on disk and memory. Network access, the ability to inspect the host system or read from input devices is usually disallowed or heavily restricted. In this sense, sandboxes are a specific example of virtualization.

    I think you may have gone off on a different train of thought than what was asked.

    There is still no clear explanation about Google sandbox. Even Matt Cutts can't even answer it clearly.

    Is it a place for those sites who is committing some forbidden rules, such as duplicating of content and others.

    Duplicate content won't get you sandboxed unless you are doing something illegal. And even then complaints would probably have to be lodged to Google. Google typically just ranks you way down in the index for duplicate content.

    What will get you sandboxed is backlink spamming and other spam related stuff on your website or from other spam sites pointed back to your site.

    I have had sites sandboxed before for creating backlinks on a new site too quickly. I kept doing everything the same and sent in request to Google (can't remember what it's called for them to check your site) and within about 2 weeks I was back on the first page for my keywords.
