What is famous? Depending on which dictionary you use, it generally means being well known for good reasons. I think you mean that the site is popular, but isn't traffic the measurement of popularity?
What is the point of having a high PR site if you don't have visitors?
All that PR means is that other sites of higher PR link to yours. Google does use that information, but it is only one signal, and it may or may not be more significant than others.
My site is PR4 but any definition it is not "famous".

No matter how many articles you write,links you get it is very difficult to compete with the big boys.

However, you can be at the top of the search engines for your specific keywords which will bring leads.

Right now after their google penguin I think its no longer important but we still look for the PR of a site.

I can't really believe that is a serious question, but in case it is let me Google that for you.

Undoubtedly,Google page rank is an important factor for any website to get quality traffic.If your web page contains high PR and some quality back links,your site can get quality traffic.

My site has been ranked as high as 4....now it is ranked 2. Not sure why we rise or drop, because we have not changed what we do. Regardless, the change in PR has not affected our level of traffic. It continues to slowly increase.
