There are 2 types of optimization:
*On page
*Off page

On page optimization means that you should valid HTML code, well defined meta tags, and very important good and quality content.

Off page optimization is quite large, and generally it comes to presenting your site everywhere on the internet, so Search Engine crawlers could see your web site, and give it some positive points. Usually the best way is to have one way links towards your site, preferably from better ranked web sites in your thematic. Social bookmarking, blogging, payed advertisements, submission of your URL to the trusted link directories etc.

I was really trying to explain without going to wide, because SEO is very big IT area, and it is undergoing constant change. But for starters you should examine how Search Engines work, and then everything will come to it's place.

Link build you site (directory, article, pr submisisons, etc.) using carefully researched keywords. Make sure they are relevant and specific.

If you're referring to Google PageRank, then the answer is to get links from sites with high PageRank. If you're referring to your website's ranking within Google SERPs, then the answer is also to get links from sites with high PageRank, but you also have some influence with on page factors.

There are a lot of ways to get higher pr in all search engine like directory submission, social bookmarking, forum posting, blogging and social networking.. Those are effective way in link building!

By doing link building such as directory submission, forum posting, article distribution, blogging and the most important thing is to update your site with unique content everytime.

As has been suggested already, adding quality content is important. However, Google wants to see links from other, quality sites pointing to you (it's kind of like a popularity contest with each link being a vote. However, some votes count more than others). I would suggest that instead of adding new content to your site EVERY day, you use some of that time to create good content in the form of articles to be posted on authority sites like ezinearticles.com, hubpages, squidoo etc. Then have links from those articles pointing to your main site using your keywords in your anchor text.

There is a TON of information out there for free regarding SEO. Lots of it is garbage or just teasers to try to get you to buy more stuff. However, if you dig around a bit, you'll find some really good, helpful stuff that isn't too salesy.
