it really depends on your market. Yahoo just made a partnership with telemundo. Yahoo has a stronger latin market. Also, it all depends how you geo target your campaigns...

MSN is best for cost per conversion. Yahoo is by and far away the worst.

Google gets you the most exposure but you have to deal with too much competition and therefore higher ad costs to really get a lot of clicks. That's why it's good to use all three of them a little bit to maximize exposure.

If I had to choose one out of those three, of course I would only use Google Adwords. You can check out the compete (the website) stats of those three and you would see that there are more users in google search engine compared to yahoo and bing. It means that getting a good ROI can be better in google as it reaches more people - but, I'm not saying that having ads on yahoo and bing is not good.
