Well if you want to know more about blogging, the best thing you can do is read blogs. Go to Wordpress.com or Blogspot.com and find a topic you're interested in.
Becoming a blogger is like becoming any kind of writer: you have to read, and you have to write. I'd also suggest some books for you. Go to Amazon and pick up "Blog Marketing" by Jeremy Wright. That has been a valuable book to me as far as some of the terms used. Also there's "Blogging for Business" by by Shel Holtz and Ted Demopoulos.
If you read forums, then you already have a feel for how blogs work.
