I saw that one person suggested yahoo and business.com as one of the best directories in which to submit the site, i agree with him but can you please tell me that how can we get listed in these two without paying anything.

You can't. That's part of the reason they are such powerful directories. By requiring a high fee to get listed, it weeds out all the spammers and ensures that serious business are listed.
