    This guy has stolen nearly half my content and I'm really POed. I'm not having much luck anywhere on how to stop this.

    Tom, did you turn him into the SE, send him the email suggested or what?

    I would definitely turn the site in, but I wouldn't be giving him any link juice from here or anywhere else.
