What settings do I need to apply in Wordpress to get all of the links on my pages to open in a new window?

You will need to add the target="_blank" property to the link's HTML code. like...

<a href="http://www.wordpress.com" target="_blank">Click Here!</a>

Or you can just set it up to open any link you post in a new window from the dashboard of the blog. The above advice by linkpopularitymatters is true, but not useful if you are using the free hosting service from wordpress

You can simply choose open link in new window when inserting links. That way I can choose what link goes in new tab and what link goes with the same tab.
