I see you got that on your blog already. Just a comment - I think it would be better if it should with the normal underline that a hyperlink normally has. Then it appear to be a link more obviously to you users.

What do you did you mean that you had to create a seperate account?

I know what you mean about the line, however when I did the code in the text widget box this is what came up and I did it twice. it will not let me do this My website
I had to create a seperate account at account at feedburner.com.

Is it possibly some setting or formatting in the text box that is preventing it from looking like a hyperlink?

As far as the code for forcing a new page, I believe it should be

"target=_blank>

with the " being the end of your web address, so

<A href="web address here" target=_blank>Visible Text Here</A>

You do have some extra " in your code.
