It really does not matter. Shoot him an offer and see what he says. Buyers are in control for the most part right now.
Here's one scenerio: The seller realized he may get an offer 10k under what he's offering, so he built it in the price..

I think that is purely on business purposes. With the recent condo numbers declining on the market, it is just a usual strategy for the owners to do that. I have encountered a lot of that during my research and I think that is one of the stuff we need to look into. If you just shoot him an offer and see what you can, maybe you can get the price at a lower state. Try not to loose confidence and always aim at your best efforts on it.

The reason that the landlord raise the price because i ask him not to state in the condo book for the selling price as 400k. The landlord said he will some how return back the money to us, which i'm not sure how he will do that. But if the condo book stated 400k is the price that we are purchasing the condo, isn't it the mortgage for the condo that i'm buying will be calculate as under 400k value?
