The best time to buy is when the market is at its lowest and the rates are favorable...when that is exactly is anyones guess

Swami says: If the other financial sectors do not get hammered we will see some stabilization this year. Assuming that happens the rebound will begin after the November election and most likely sometime next year. It doesn't matter who wins. How rapidly it rebounds does depend on how conservative the new President's fiscal policies are. The more financially prudent the president is the more favorable all of the financial markets will respond.
