Default Is realtor required to pass along offers to builder?

I'm looking at a new home and plan to make a somewhat low ball offer due to little activity in the subdivision in the past few years. I was wondering if the onsite realtor is required to pass along the formal offer to the builder or if she might just toss it?

The on-site real estate agent might not be a realtor. The on-site real estate agent works for the builder and does what the builder tells them to do. You are at their mercy and they do not have to follow any rules once you walk into a builder's on-site sales office.

No - she is definitely a realtor. She works for one of the big agencies.

When she is in the model home she is working for the builder and does what the builder tells her to do. Write the offer and see what happens.
