I'm getting ready to purchase a HUD home is the next 2-4 weeks. One item on the repair escrow is the copper plumbing in the basement. It was all removed from vandalism.

I know that for a repair escrow a license contractor has to do the work. Well my father has his own All Home Maintenance business and is in fact licensed and insured. My question is, would this be satisfactory for a licensed contractor or would it have to be a Journeyman/Master Plumber that did the repair?
