In most cases, hoa fees (the ongoing fees) are going to be the homeowner's responsibility.

There are other fees associated with hoa's. Transfer fees, required contributions, hoa assessments, any shortages back payments or assessments, can all be handled by the seller.

I dont think they are to be negotiated, rate wise that is, you can however negotiate, who shares what, and how much.

It all depends on if you WANT to buy or if they WANT to sell..

    There is a huge difference.

If you are buying you can ask for the seller to pay your HOA fees for the first year. No guarantee they will do it, but you can ask.

If you are a seller you can offer to pay the first years HOA as an enticement, like a one year home warranty, etc. Always include the phrase "with acceptable offer"!

The HOA fees, how they are collected, who has to pay, and how they are assessed are outlined in the HOA documents. Your answer will be in the HOA docs. get a copy and see what you are agreeing to.

What you are told doesn't matter. The only thing that matters is what is in these documents.
