I would say that the most important thing for a blog is that the information in it be of topic that is extremly important to the blogger. If it is deemed very important to the blogger then I feel that there will be a set of people that find it very interesting and will enjoy reading it on a regular basis.

The next most important thing for a blog is excellent moderation. You must keep spam out of your comments if you do not you will loose a large portion of your following. Not to mention you want all the text in the blog to be on topic for SEO purposes.

I think the important thing about blog is the content itself. It won't be a blog unless you have no content. Second is the readers, of course most people makes their blog for other's to read. Without readers, you won't have motivation :D
