Two sources for web content are guru. com (http://www.guru.com) and constant-content. com (http://www.constant-content.com). They differ in how they work, but both will allow you to post your article requirements.
Guru.com will post up your requirements for bids within your maximums.
Constant-content has content already written for purchase based on license level you desire, or you can give your requirements, set a price, and wait for a writer to accept the job. This site uses real editors to check work for quality before the writer can put it up. They also run it through CopyScape to assure that it is original.
