Property on private streets

What is the difference between an easement lot and a lot on private streets ?

Are there disadvantages owning a property on private streets ?

I have been looking at properties lately around southern California areas and seen some properties that are not on regular lot such as easement and private streets. I was told city will not maintain private streets. If that is the case, who maintains it and how parking disputes are being solved ?

The disadvantage of living on a private street is that the city or county is not responsible for the road. If the road is part of a subdivision the Homeowners in the subdivision are responsible for maintaining it. If it is not part of a subdivision the owner responsible for maintaining it.
