Hi:
Can anyone tell me if cracked window panes are considered something that MUST be repaired, or is it negotiable? I know that the major systems need to be operational, but would cracks (not holes) fall under that definition? It's an older house in MD. Also, does anyone know if a basement room can legally be counted as a bedroom in MD?

It would be a required repair if it violates the local building code for your county. I would also check the code for the definition of a bedroom. Depending on code, a bedroom can require certain things such as a minimum square footage, a closet, and being a conditioned space capable of heating and cooling.
