How much "negotiating room" does one have when dealing with contractors?

It all depends on how you talk and in what situation the contractor is.
When my brother bought a new home, he didnt find much room for negotiating the price. But he end up in buying new appliances and some free upgrades.

Exactly - depends on the builders stuation & timing.
If it is a custom home not sure. But in develpments they can often be very flexible sometimes at the begining to get more reservations they will throw in all kinds of stuff & but especially at the end they are more flexible on price so they can get out and on to the next project...

everyone else pretty much nailed it. It really depends on their situation and that time. Obviously if they put up some new constructions 6 months ago and they still have a couple they might just want to get rid of those to free up capital to work on others are start more. It really just depends...You can always try to negotiate, you never know until you ask. :)
