Just purchased new townhome and builder is in charge of our association, how do we (current owners) form our own association?

Check with your attorney. You can also read your sales agreement. Different states have different laws governing associations. Builders many time set up the associations when they start the build. Many times after the build the association is given to the homeowners. See your attorney.
